There the Method to disable Internet Explorer 8 Welcome Screen (Tour and RunOnce) for All Users:
1.Click the start menu,type Regedit.exe and press Enter.
2.navigate to the following branch in the Registry Editor:
HKEY_LOCAL_MACHINE \ Software \ Policies \ Microsoft \ Internet Explorer \ Main
3. Create a REG_DWORD value named DisableRun
3. Double-click DisableRun and set its value data to 1.
4. Exit the Registry Editor.
Now when you open Internet Explorer 8, it will noy automatically redirecting to Microsoft Internet Explorer 8 Website.
